Northwest Local Schools is required by state and federal laws to provide notices annually regarding the following:
Per Ohio Law, House Bill 276 requires all school districts to develop and adopt an Anti-Harassment/Intimidation/Bullying policy. In addition to the adoption and implementation of this policy, district administrators are required to provide semiannual summary reports of verified acts of harassment, intimidation and bullying. All incidents should be immediately reported to the Superintendent or Building Administrator.
AHERA Management Plan
In compliance with the Asbestos Hazard Emergency Response Act passed by Congress in 1986, the Northwest Local School District has an AHERA Management Plan on file in the principal's office of each building and at the Administration Office located at 2309 Locust Street, S, Canal Fulton, OH 44614. Anyone interested in viewing the plan can stop at one of these location and ask to see a copy. Asbestos inspections are completed in the school buildings every six months and major re-evaluation is done every three years.
FERPA - Records Access and Confidentiality
The "Family Education Rights and Privacy Act" (FERPA) requires districts to notify parents and 18 year old students that they have the right to inspect their records within forty-five (45) days of the school receiving the request. Northwest has always had a policy of permitting parents or adult students to review their records by simply making an appointment with the building principal. Should the principal not personally know you, picture identification would be required. This right is extended only to students and parents. Parents or students may ask the school to amend a record they believe to be incorrect.
Parents and adult students should also be sure to fill out the consent forms that are issued as the start of each school year. The consent form permits the school to share transcript and attendance data with parties you with to share it with, such as employers and post-secondary schools.
"No Child Left Behind" (NCLB)
The NCLB law passed by congress required us to notify parent of students in Title I buildings that they may request information about the qualification of their child's teacher. In our case, that would be Northwest Primary, W.S. Stinson Elementary, and Northwest Middle School. The Northwest Board of Education has expanded that requirement to include all district schools. Upon request, you may obtain information about your child's teacher. At this time, the Northwest District expects to have all teachers fully certified. However, there are occasions in certain teaching fields that we may have to use a temporarily licensed teacher.
Districts are required to notify parents of buildings that are identifies as "needing improvement". The Northwest Local School District has no schools so identified at this time.
American with Disabilities Act (A.D.A)
The Northwest Local Board of Education welcomes and encourages any and all comments from individuals interested in the Americans with Disabilities Act (A.D.A.). The A.D.A. contains Title I-Employment, Title II-Pubic Services, and Title III-Public Accommodations. Child Find (Locating Students with a Disability)
School districts throughout Ohio are mandated to identify, locate and evaluate all children with disability from birth through age 21. Conditions such as autism, deaf/blind, mental retardation multiple disabilities, orthopedic impairment and other heal impairment, emotional disturbance, specific learning disabilities, speech or language impairment, traumatic brain injury, deafness and hearing impairment may qualify for services.

Title I/IDEA-B Flow Thru Notification
The Northwest Local School District receives notification of their entitlement of federal funds allocated in accordance with the Title I/ Individuals with Disabilities Education Act (IDEA), Public Law 92-142. Utilization of the funds is designated to provide services and programs for disabled students. Title I Evaluation
Each spring, parent and teachers evaluate the Title I program. Comments and input from both are used as plans are made for services the following school year. If your child is not receiving services or you would like to provide input on the Title I program please complete the survey that is available in all school officers or contact Debora Clark, Director of Instruction, at 2309 Locust Street, S, Canal Fulton, OH 44614. The phone number is (330) 854-2291. Surveys may be returned to any Northwest School Office or the Central Office.
It is the policy of Northwest Local School District to enroll, educate and not segregate or stigmatize children o n the basis of their status as homeless. Debora Clark is the Northwest Local Homeless Liaison and may be reached at (330) 854-2291. Any person suspecting a child is homeless should notify Miss Clark to ensure that homeless children enroll in school and have the opportunity to succeed academically.

Positive Behavioral Interventions and Supports (PBIS)
The District implements PBIS on a system-wide basis. The Board directs the Superintendent/designee to develop a PBIS system that is consistent with the components set forth in the State Board of Education’s (SBOE) policy on positive behavior interventions and supports. The District encourages family involvement as an integral part of its PBIS system. A copy of the district's policy is located at the bottom of this page.
